In this paper we analyze the ability of government actions to empower society with its transparency practices from the perspective of authors that embrace the so called public value approach. This approach has been suggested in order to assess the ability of the Civil Service to lead their technological development to the goals of participation and cooperation. Notwithstanding, the research that develops and applies the framework of public value assessment to specific government actions in this field is still very scarce.

The making up of public value implies cooperating with the public general; For this to happen, public bodies have to give society space in public management. Communication can help governments to listen, to watch society behaviour and to provide capacities for participation.
