Summary

In this essay the importance of access to information when it comes to serious human rights violations will be analyzed taking into account two cases that happened in Mexico: the slaughter of seventy two  migrants in the municipality of San Fernando, Tamaulipas, in 2010, and the subsequent discovery of several mass graves in the same municipality, which occurred in 2011.  All this will be analyzed in the light of the criteria issued by the Supreme Court of Justice of the Nation and inter-American standards on the subject.

El próximo jueves, día 28 de septiembre de 2017, con motivo de la celebración del Día Internacional del Derecho a Saber, se procederá a la entrega de Diplomas a todos los participantes en el Concurso Nacional "Comunicar la Transparencia 2017". El Concurso ha sido patrocinado por el Parlamento de Michoacán (Méjico). 

El acto tendrá lugar en la Sala de Profesores del Edificio Principal, de la Facultad de Ciencias de la Información, de la Universidad Complutense de Madrid, a las 10.30 horas de la mañana.

Se entregará un único premio de 400 euros a la campaña ganadora del concurso en un acto que presidirá el Ilustrísimo Sr. Decano de la Facultad de Ciencias de la Información y en presencia de miembros del Equipo Decanal y de los componentes del Jurado que ha seleccionado al video ganador. 

El acto dará comienzo con un saludo del Sr. Decano y un breve discurso por parte del Jurado. Seguidamente se procederá a la entrega de diplomas. Se proyectarán los videos finalistas y, por fin, se identificará a la agencia ganadora, la cual recibirá su merecido premio. 

Han participado en este Concurso las siguientes agencias publicitarias: 1989, Arizona, Enanos Pelones, Glaciem, Latte, The Factory y Wabi Sabi. 

El jurado ha estado compuesto por Fernando Herrero, Presidente de la Academia de la Publicidad, Isabel Reyes, Profesora Titular de Publicidad, de la Facultad de Ciencias de la Información UCM, y Pilar Cousido, Investigadora Principal del Grupo "Transparencia, Buena Gobernanza y Comunicación, TRABUCOM, 931036", de la Universidad Complutense de Madrid.

Cyber-bulling and gender violence

Summary


In this paper, we try to analyze the response of the various existing provisions in the Criminal Code against gender violence produced by cyberbullying. We do it by reviewing the literature and analyzing the Criminal Code where we notice a lack of proportionality in relation to the facts involved in the crime, id est, degrading treatment, libel, slander, disclosure of secrets, threats and inducement to suicide in crimes of violence of gender. This happens because there is no specific criminal provision to regulate and criminalize illicit actions derived from this type of attacks on the fundamental rights of the victim on the Internet. The speed of communication, file sharing, messaging and viral effect, for example, linked to the nature of the Internet, have as a result that information can be shared by all Internet users. This introduces an aggravating factor in the crime committed which is not punishable under the current Criminal Code.

Therefore, we try to prove that introducing a crime specifically focused on those types of illegal behavior that take place in the Internet would be advisable, either through an aggravating circumstance in the penal provision itself, or through a new penal provision as has been done in the case of the crimes “ex novo” sexting and stalking.

The structure of this paper comprises three sections: In the first section we approach the problem. In the second section, we reflect on the concept and traits of cyberbullying. In the third section, we go through the legal and judicial response given by the Criminal Code to this type of criminal offenses.

Finally, we present some conclusions.

Summary


The relevance of the Internet in order to be informed and to communicate is undeniable, as it favors the processing and the transmission of contents, it allows people to access, to compare and to oppose information and opinions provided by different sources; and with its interactive capacity, it fosters the development of the public opinion, promoting the social performance through the flow of information. 

As a consequence, it is necessary to reflect on the Internet as a tool of the freedom of information in its three dimensions, as it is made up of the faculties of reception, dissemination and research information, in a free and effective manner

Summary 

The railway, which has historically been an element that has contributed to the spatial integration of the territory by approaching cities, also represents a constant risk when crossing densely populated areas with products whose transport implies a high risk due to its toxicity. The municipalities of Tampico, Madero and Altamira, are three cities separated by streets, which have benefited from the routes built for the transport of raw materials, necessary for their transformation, but at the same time, part of a constant risk, derived from the construction of houses and other buildings which, by not respecting the distance between them and the roads, are integrated into a context subject to risk. Within the dangers which we are referring to, there can be, on the one hand, derailment, leaks and reach caused during the transport of products whose danger cannot be overlooked by authorities who have shown complacency in allowing the construction of businesses and homes near roads.  On the other hand, the risk could derived from the passage of products considered highly dangerous as chlorine, ammonia, arsenic, calcium cyanide, hydrofluoric acid, propane, hexane and sulfuric acid among others, affecting health through effects linked to burns, pulmonary edema, cancer, respiratory tract infection, depression of the nervous system, respiratory failure, dermatitis, among other undesirable effects (CENAPRED 2012, Proagro 2012 and New Jersey Department of Health and Senior Services, 2012).

Summary

For approximately 20 years, efforts have been made in Mexico to build a culture of transparency and its relative value, which is accountability. However, such efforts have not resulted in an improvement in corruption rates. In these years the examples of opaque actions in the governmental sector and private have caused a leaving disappointment in the Mexican society. However, on the other hand, there are efforts from the civil society organizations and the academic sector to make transparency a reality with responsibility and that responds to the reality that is lived in Mexico.

Summary 

Colombia is a country that, since the Political Constitution of 1991 was adopted, has incorporated substantial changes, especially in the vast field of public liberties, human rights and legal guarantees so that its exercise would be carried out more and more effectively and thus would consolidate a genuine participatory democracy that would allow, in practice, the access, and the enjoyment, of citizens to civic life, something that involves to request, to claim, to suggest, to complain or to demand, according to each case or to each situation, that the social mission entrusted to a servant be fully fulfilled. Thus, the communication between those parties, citizens and civil servants, is mediated by words,  a sign of how life goes in current societies. 

Precisely, as a way to preserve this link that communication is, on this occasion we call for a reflection on the creation of a union of journalists in Colombia. The main tool of its members would be words. The project is sponsored by the Colombian Federation of Journalists, FECOLPER, an Institution that promotes it as part of the development of the right of trade union´s association, and that is closely related with the fulfillment of the right to information, what happens when the qualified subject, the journalist, on the one hand, and the organized subject, id est, the firm´s owner that manages the mass media, on the other hand, work  harmoniously in favour of the universal subject, every member of society.

Summary

This paper aims to outline the horizon of the internal corporate communication, deepening the profile of the manager as well in their assigned resources as in the methodology of work. It takes as reference for its conclusions a quantitative study based on a structured test, applied to the fourteen universities in the region of Madrid. The test includes two types of items: information on the generic profile of these professionals and information on the work methodology, tools and functions they claim to perform. Internal communication management moves forward thanks to the communication methodology. This is noticeable if we compare the current communication methodology to that of  2005. Notwithstanding, there are areas that could be improved, such as that of allocation of better budget lines. Our results are a consequence of a descriptive research, quantitative and  explanatory at the same time. In this paper we present the internal informational reality of public and private universities, setting a comparison between public and private universities in terms of functions, tasks and work methodology. Here we have verified that both types of universities, despite their shortcomings, are acting as open and dialogic entities with their stakeholders despite budgetary constraints. Its main challenge is to move the different members of the university community towards a participative culture and educational innovation, adapted to the new requirements of society in a world in constant transformation.

Summary

NO-DO was created by the Order of December 17, 1942, which set a media on the basis of exclusive, mandatory and remunerative screening. Born during the Second World War, NO-DO was a privileged newsreel at the time because, thanks to the exchange agreements with major foreign newsreels, it was able to provide information to the Spanish public from both the Nazi and the Allied point of view, and while the war was being fought. However, despite the public nature of the newsreels, the purpose of this paper is to demonstrate that, as evidenced by new documents found in the Archivo Histórico NO-DO, its contents were subjected to external control carried out by both the Vicesecretaría de Educación Popular and the Delegación Nacional de Propaganda, as a preliminary step to the submission of each issue to the censorship.
