This deep text is made up of nine sections and a foreword. After hard eleven months trying to join judicial and political aspects and, above all, looking for the citizen´s participation to become a genuine fact or, as it is announced in the foreword, approaching participation “seriously” (p.18): foreword, introduction, framework of citizens´ participation in the drafting of laws, subject of study and methodology, orthodox and heterodox procedures of participation, sizing of participation and main actors, release of participation procedures, management of procedures and documents, empirical participation and analysis of participation, pieces of advise, best practices and patterns; here are the basic aspects that allow to understand administrative laws in a State of Law.

Summary
The subject of the degeneration of power is illustrated by R. Hochhuth in his work L'Antigone in Berlin, in which the author carries the symbolic and expressive load of the Greek myth within a real story. Antigone buries his brother, who died as an opponent of the regime, going against public prescriptions, which provided that the bodies of traitors had to be sent to the experiments of the institute of anatomy. In a burning Berlin, the description of Plötzensee prison, where the protagonist died and thousands of other political opponents with her, is emblematic of the brutality that Nazism reserved for its enemies, as well as of a power that had completely lost contact with reality. In a dramatic scenario, characterized by the exercise of almost total control of the Nazi institutions over the population and by law and propaganda according to the wishes of the authority, the desperate search for a tangible sign of something uncontaminated in the midst of horror emerges as well as the fundamentality of freedom of thought and conscience and more generally of human rights.

Summary
The aim of this paper is to expose the results of a critical analysis of the speech applied to the Spanish System of Research and Evaluation legal framework. It will focus on strategic and essential concepts for the proper functioning of the system: transparency, excellence, quality, transfer and impact. The legal narrative around these ideas and how they have been conveyed to the evaluative practice of the scientific research will be examined. The way in which some paradigmatic Anglo-Saxon concepts such as impact and transfer have passed into the Spanish legal system and praxis will be criticized. The idea of assimilating the impact of science as an Impact Factor is of outstanding relevance. This assimilation without interpretation has produced a systematic lack of respect for the general principles of law that should be applied to the scientific evaluation according to the enacted regulation.

Summary
The present paper is the result of an investigation into the Spanish newsreel NO-DO that aims to shed some light on the political and propaganda purposes that led the Franco Regime to create a weekly, official and mandatory newsreel in 1942. It held the monopoly of cinematographic information throughout the dictatorship. The main goal of this essay is to highlight the role that NO-DO played in the Francoist propaganda network, immersed in a context of tight governmental control over the Media, focusing on the analysis of World War II coverage made by the Spanish newsreel.
The first NO-DO newsreel, created by the Order of December 17, 1942, was screened on January 4, 1943, when the balances of World War II forces began to change in favour of the Allies and the Head of the Spanish Government, Francisco Franco, had left behind two major internal crises in less than eighteen months and, beyond the difficulties arising from the international conjuncture, his position within the country was increasingly strong.
From then until the end of the war, the advance of the Allied troops marked the political and informative agenda of Franco's government, especially at international level, since it had to face strong pressure from Great Britain and the United States, as well as from monarchical and republican oppositions in exile.
Telecommunications reform 2013: public communication policies in Mexico aimed to eliminate monopolies

Summary
In this paper we aim to study the public communication policies in Mexico, especially those created and implemented after the approval of the Telecommunications Reform of 2013 intended to eliminate monopolies. Based on the definition by van Cuilenburg and McQuail in Media Policy Paradigm Shifts: Towards a New Communications Policy Paradigm, the Communications Policy has been updated and redefined due to the digital convergence of the media and telecommunications, coupled with the free market and technological transformations. These have been guided towards the regulation of the communication industries taking into account the concentration in large conglomerates, while promoting the development of society and the improvement of democracy. In this article, we analyze the impact of these policies on the regulation of monopolies in telecommunications and broadcasting in Mexico, specifically the actions implemented in Grupo Televisa and América Movil.

In this paper the author proposes the implementation of a new model of Land Registry, which would run through automatic procedures of algorithmic character exclusively, and without any kind of human intervention. The system requires a property law based on an exhaustive list of rights in rem (numerus clausus) and an abstract system of title transfer, like the German one. The system would be implemented within a private blockchain governed by the Ethereum protocol, or a modified version of the same.

Summary
In this paper we go through the origin of Annual Reports of Transparency and national and EU regulations that provide for those reports and the values they try to guarantee with the dissemination of these reports, above all, trust, quality and independence.
The analysis of the transparency reports of two accounting firms allow us to scrutinise the degree of legal compliance. The data in these reports comes to be extremely valuable for citizens.
The results of our research prove that the degree of compliance of EU and national laws is total. Meeting regulations in this area raises consumers´ trust in accounting firms´ reports, in their high quality and in the independence of these companies.
These reports show some of the basic values of auditing, their relevance for career development, as well as the procedure for preserving them. In this paper we expose the procedures that guarantee independence and the repercussions of the latter.
Finally, due to the mandatory trait of the transparency reports, going deep into their way of working and the documents they are based upon may be a competitive advantage in labour life.
